What is the absolute best 3d laser scanner for small objects with the highest resolution if you had an unlimited budget? By best I mean highest resolution on the smallest objects (10mm - 200mm).

Hard question to address without more details on the objects. In general - a laser line scanner on a CMM would suit best. We have one that can scan with resolutions and accuracy to microns. Maybe we can help you with the project? Do you need to scan many similar objects? What is the purpose for the scanning, how will you model from the raw data?
